RELATING TO CASINO GAMING.

Grants a 10-year license for 1 stand-alone, members-only casino in Waikiki, not in a hotel. Allows guests 21 years of age or older who register to stay 1 day and night at a hotel on Oahu for each day of admission at $20-per-day pass. Establishes the Hawaii gaming control commission. Imposes wagering tax on gross receipts. Creates the state gaming fund and compulsive gambler program.

RELATING TO INTOXICATING LIQUOR.

RELATING TO OFFENDER REENTRY.

Requires the department of public safety to collaborate with the department of human services to review, periodically update, and implement the offender reentry system plan, as needed, and review, periodically update, and implement the reentry plans and curricula for adult offenders exiting the prison system.

Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.

Establishes a state lottery commission to implement a lottery of which excess proceeds are deposited into the pest inspection, quarantine, and eradication fund to prevent the introduction of, and control the spread of, invasive species. Authorizes the commission to establish multistate lottery games. Appropriates funds.
