RELATING TO THE UNIFORM PARENTAGE ACT.

Extends and modifies the task force established to recommend amendments to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights to December 31, 2024.

RELATING TO ASSISTANCE FOR PERSONS COMPLETING A TERM OF IMPRISONMENT.

Establishes within the Department of Human Services a 4-year pilot program to provide housing and child care vouchers to qualified applicants who will soon complete, or have recently completed, a term of imprisonment as a sentenced offender, and who have or will have sole or primary custody of 1 or more children under the age of 18. Requires a voucher recipient to be employed at least 20 hours per week or be employed and attend an educational program for a combined total of at least 20 hours per week. Requires reports to the Legislature. Appropriates funds.

RELATING TO MINORS.

Provides that a school counselor, domestic violence victim advocate, or other mental health professional licensed by the State may petition for a protective order on a minor's behalf when the minor's parent or guardian is unwilling or unable to submit a petition.

RELATING TO FAMILY LEAVE.

Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.

RELATING TO AN ADVISORY REFERENDUM ON CANNABIS IN HAWAII.

Requires an advisory referendum, or opinion poll, consisting of a question to be placed on the ballot for the general election of 2024 on whether the electorate wishes the State to legalize the sale and use of recreational cannabis in Hawaii.

RELATING TO ELECTIONS.

Establishes presidential preference primary elections conducted by the State. Allows political parties to limit participation in the presidential preference primary election selection of the party's candidates by voter party registration. Allows voters to change party registration on a presidential preference primary election ballot. Requires a study to determine the feasibility of implementing a presidential preference primary in Hawaii in lieu of a party caucus and make recommendations for the implementation of a presidential preference primary. Makes an appropriation to conduct the study.

RELATING TO LIBRARIES AT PUBLIC SCHOOLS.

Requires a qualified school librarian and library resources on the campus of every public school in Hawaii by 6/30/2026. Appropriates funds.

RELATING TO UNFUNDED LIABILITIES.

Requires the state auditor to study the feasibility of providing health benefits to state and county employees using a self-insured model. Appropriates funds. Establishes the rate stabilization reserve fund. Caps employer contributions to the other post-employment benefits trust fund. Provides for the use of portions of any other revenues collected on behalf of the public employer or held by the State to supplement deficient public employer contribution amounts.

RELATING TO LAND LIABILITY.

Creates strict liability for an owner of land with a 20% or more slope for damage or injury to down-slope property and persons from falling rocks, debris, and landslides originating from the owner's property.
