RELATING TO THE CODE OF ETHICS.

Clarifies the fair treatment law by delineating limitations placed on persons who are task force members from those placed on legislators who are task force members. Clarifies that legislators are not prohibited from making statements or taking action in the exercise of their legislative functions. (HB98 HD1)

RELATING TO SEXUAL ASSAULT.

Provides certain rights to sexual assault survivors with regards to the testing of sexual assault evidence collection kits. Requires the Attorney General to provide the Legislature with an initial report prior to the 2018 Regular Session on law enforcement's progress to implement the guidelines for mandatory testing requirements. Thereafter, AG to provide the Legislature with annual reports of statistical data pertaining to the testing. (HB668 HD1)

RELATING TO PUBLIC SAFETY.

Establishes a Commission on Criminal Justice and Sentencing Reform in the Governor's Office to develop sentencing and corrections policies to reduce the State's incarcerated population. Allows the Commission to make recommendations on moving or constructing a correctional facility to comply with federal guidelines and to modernize to enhance effective rehabilitation programs. Requires the Commission to develop a plan to reduce spending on corrections and reinvest into strategies to increase public safety and reduce recidivism. (HB1295 HD1)

RELATING TO SPORTS.

Establishes the Hawaii Sports Task Force to plan and coordinate efforts to reestablish the Pro Bowl in Hawaii, to secure Hawaii as a host site for a National Football League preseason game, world-title soccer tournaments, mixed martial arts Ultimate Fighting Championship tournaments and other international sporting events at Aloha Stadium, and to secure and maintain Hawaii as a host site for other sporting and sports entertainment events statewide. Repeals on January 5, 2018. (HB134 HD1)

RELATING TO RECYCLING.

Allows DAGS to establish a recycling pilot program to reasonably provide and maintain onsite collection methods at buildings and facilities it manages, maintains, or services for the collection of recyclable materials. Appropriates funds. (HB523 CD1)

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Amends the qualifications a production must meet in order to claim the credit. Caps the annual amount of tax credits that may be claimed at $35,000,000. Extends the sunset date to January 1, 2026. Requires DBEDT to submit an annual report to the Legislature regarding the activities and expenditures of the tax credit. Clarifies that no rule shall be adopted to expand the scope of the tax credit where the rule conflicts with legislative intent. Requires certain film productions claiming the tax credit to hire an independent third party certification of qualified production costs eligible for the credit. Requires DBEDT, in collaboration with DOTAX, to submit to the Governor and the Legislature a report on the number of jobs created in the State and the fiscal impact of every film production receiving the tax credit in the State.
