RELATING TO UNFUNDED LIABILITIES.

Establishes the Rate Stabilization Reserve Fund within the Hawaii Employer-Union Health Benefits Trust Fund to help subsidize the costs of providing health and other benefit plans for active employees and retirees and their beneficiaries. Caps employer contributions to the OPEB trust fund, which are made to prefund the unfunded actuarial accrued liability of the EUTF, when the separate accounts for each public employer within the OPEB trust fund have a combined balance of at least $2,000,000,000. If OPEB trust fund balance is at least $2,000,000,000 then public employer annual contributions of $300,000,000 shall be paid to the Employees' Retirement System to pay down ERS unfunded liabilities. Provides for the use of a portion of transient accommodations tax revenues to supplement deficient county public employer contribution amounts. (HB887 HD1)

RELATING TO HUMAN SERVICES.

Appropriates funds to the Department of Human Services to create one full-time program specialist position within the Adult Protective and Community Services Branch to oversee the foster grandparent program and senior companion programs in Maui county. (HB616 HD1)

RELATING TO HOME AND COMMUNITY-BASED SERVICES.

Requires each licensed home and community-based case management agency to report to the Department on all referrals that were made by the agency, and to note in its report if any referral fee was paid to the agency, and the amount received for the referral. Requires the Department of Health to annually publish and revise a list of all licensed home and community-based case management agencies, including all information regarding referrals made to the agency and the amount paid to the agency for the referral, if any.

RELATING TO CASE MANAGERS.

Authorizes Department of Human Services to negotiate reimbursement rate for case managers providing services to Medicaid patients. Specifies the percentage by which these reimbursement rates are to be increased.

RELATING TO DOMESTIC VIOLENCE.

Streamlines the reporting requirements of the Department of Human Services (DHS)and the family courts to require DHS, upon direction of the court, to provide the family court with an oral or written report regarding the safety of a minor child of the parties on or prior to the next regularly scheduled court hearing. Provides that if DHS provides a written report, the DHS need not appear at the hearing unless ordered to do so. Requires the court to provide copies of all written reports to the parties. Requires all limited service pregnancy centers to accurately disclose availability and enrollment information for reproductive health services.
