Adds specific requirements to Hawaii's existing sexuality health education law. Requires the BOE and DOE to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon written request by a parent or guardian.

Establishes a regulatory process under which an adult resident of the State with a medically confirmed terminal disease and less than three months to live may choose to obtain a prescription for medication to end the patient's life. Imposes criminal sanctions for tampering with a patient's request for a prescription or coercing a patient to request a prescription. Sunsets on June 30, 2023.
Removes mandatory student hour requirements for public schools, beginning with the 2018-2019 school year. Requires principals to determine the total number of student hours required for their school.
Establishes standards for medical cannabis testing and certification.
Appropriates moneys to the Department of Land and Natural Resources for the establishment of a training academy for conservation and resources enforcement officers.
Creates a permanent task force on unmanned aerial systems, to be attached to the Office of the Lieutenant Governor for administrative purposes. Requires the task force to provide annual reports to the Legislature.
Authorizes the recognition of out-of-state residents as qualifying patients for medical cannabis use in the State. Prohibits discharge of an employee solely for being a qualifying patient or testing positive for cannabis use. Adds substance use disorder as a qualifying condition for medical cannabis use. Authorizes transportation of medical cannabis between islands of the State. Prohibits utilization of a portable volatilization device to medically use cannabis. Authorizes utilization of a stationary volatilization device to medically use cannabis. Allows a dispensary to transport cannabis samples to a certified laboratory on another island for testing regardless of whether there is a laboratory on the same island as the dispensary. Authorizes the manufacture and distribution of cannabinoid suppositories. Includes cannabis as a prescription drug that an employer may be required to furnish to an injured employee under workers' compensation. Provides that a qualifying patient shall not be prohibited from using medical cannabis, in a way other than smoking, in a place of public accommodation. Requires public education and collaboration regarding public safety concerns and training of law enforcement agencies. Appropriates funds. Requires the Department of Health and the Department of Transportation to review and, as necessary, adopt various rules. Requires the Hawaii Public Housing Authority to provide guidance regarding federal regulations pertaining to medical use of cannabis on federally subsidized housing properties. Establishes a working group. Authorizes applications by mail for the issuance or renewal of a civil identification card.
Requires an injured workers' private health insurance to pay for medical services and supplies when workers' compensation claim is controverted by an employer. Under certain conditions, increases employer's percentage of liability for medical services and supplies when firefighter has compensable claim for cancer.
Makes an emergency appropriation to DOH to contract for services to review, certify, and recertify dialysis centers. Appropriates funds.
Makes unlawful shipment of tobacco products to anyone other than a licensee. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law, thereby making all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid as well. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee.
