RELATING TO HEALTH.

Establishes a forum on the Department of Health website where state-licensed care facilities may post vacancy information to facilitate the placement of individuals. Requires community-based foster family homes, adult foster homes, and adult day care centers to be licensed and to face penalties for intentionally operating without a license. (HB2279 HD1)

RELATING TO THE LICENSURE OF MIDWIVES.

Establishes the criteria for licensure of midwives by the Department of Commerce and Consumer Affairs. Provides for interim rules for continuing education requirements, standards of professional conduct, prescriptive authority, and penalties for violations. Appropriates funds. (HB2184 HD1)

RELATING TO LOW-SPEED ELECTRIC BICYCLES.

Clarifies the definition of "bicycle" for purposes of county vehicular taxes, highway safety laws, statewide traffic code, and bicycle laws by adding "low-speed electric bicycles" to the laws and defining low-speed electric bicycles. Excludes low-speed electric bicycles from the definitions of "moped", "motor vehicle", and "vehicle." Prohibits low-speed electric bicycle riding on all sidewalks. (HB2499 HD1)

RELATING TO HEALTH COVERAGE FOR PORT-WINE STAINS.

Requires the auditor to conduct a study to assess the social and financial impacts of mandating certain health insurers and plans to provide coverage for treatment of port-wine stains. (HB1705 HD2)

RELATING TO HEALTH INSURANCE.

Ensures certain benefits under the federal Affordable Care Act are preserved under Hawaii law, by prohibiting health insurance entities from imposing a preexisting condition exclusion and prohibiting health insurance entities from using an individual's gender to determine premiums or contributions.
