RELATING TO CHAPTER 245, HAWAII REVISED STATUTES.

Makes unlawful shipment of tobacco products to anyone other than a licensee. Includes e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law, thereby making all provisions of the cigarette tax and tobacco tax law that relate to tobacco products applicable to e-liquid as well. Increases the license fee for wholesalers or dealers and the retail tobacco permit fee. (HB2492 HD1)

RELATING TO HEALTH.

Establishes a three-year pilot program to create a new category of professional licensure for assistant physicians, through which recent medical school graduates who have passed certain medical exams but have not been placed into a residency program may work under the supervision of a licensed physician to provide primary care in medically underserved areas. RELATING TO NATUROPATHIC MEDICINE.

Authorizes a naturopathic physician to prescribe testosterone consistent with naturopathic medical practice. Clarifies that narcotic drugs shall not be included within the naturopathic formulary. Authorizes the Board of Naturopathic Medicine to discipline a naturopathic physician for violation of the Uniform Controlled Substances Act. (HB1949 HD2)

RELATING TO HUMAN SERVICES.

Requires operators of child care facilities, including family child care homes, group child care centers, and group child care homes, and infant and toddler child care centers that care for children less than 1 year of age to comply with additional requirements for safe sleep policies to prevent sudden unexpected infant deaths and sudden infant death syndrome in accordance with rules adopted by DHS.
