Requires the Department of Education to meet with Hawaiʻi School for the Deaf and Blind stakeholders and members of the Hawaiʻi deaf community regarding the development of a plan to transition the Hawaiʻi School for the Deaf and Blind to a conversion charter school. Requires a report to the Legislature.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)
Requires each house of the Legislature to establish by its rules, procedures that enable the Legislature to use remote testimony at legislative committee hearings, enable the public to present oral testimony at legislative committee hearings through remote testimony, and accommodate persons with disabilities though remote testimony. Defines "remote testimony".
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for medication used for the treatment of obesity or weight loss management for a covered individual who is overweight and has one or more related comorbidities.
Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. Requires that child care providers provide certain information to the Department of Human Services each year.
Requires the department of public safety, or its successor agency, in collaboration with the department of human services, to develop and establish a social work training program to assist nonviolent incarcerated individuals in the area of social work. Requires progress reports on the program to the legislature. Appropriates funds. Effective 6/30/3000. (HD2)
Provides that certain pregnant women receiving state-funded medical assistance and who receive substance abuse treatment are eligible for substance abuse treatment and related mental health services for an additional ten months following childbirth. (HD1)
Establishes definitions of "immediate harm" and "protective custody warrant" for the purpose of the Child Protective Act. Requires a police officer who assumes protective custody of a child who is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the department within twenty-four hours of assuming custody of the child. Requires a copy of the police report to be provided to the parents of the child and to the court. Requires the department of human services to provide written notice to a parent of parental rights when conducting an investigation regarding a child who has been harmed or may be subject to imminent or threatened harm.
