RELATING TO WASTEWATER MANAGEMENT.

RELATING TO TEACHER LOANS.

Establishes a teacher loan program to encourage individuals to become teachers in hard-to-fill positions of department of education schools. Allows the loan to be forgiven after five years of teaching in a hard-to-fill position. Establishes a similar teacher loan program for public charter schools. Effective 6/30/3000. (HD1)

RELATING TO DEPOSIT BEVERAGE CONTAINER MATERIALS.

Requires deposit beverage distributors that sell, offer for sale, or distribute deposit beverage containers in the State to meet minimum postconsumer recycled content requirements or minimum non-petroleum materials content requirements. Effective 6/30/3000. (HD1)

RELATING TO ELECTRIC VEHICLES.

Establishes and appropriates funds for the low- to moderate-income electric vehicle rebate program and the electric vehicle subaccount to encourage the purchase and use of electric vehicles by low- to moderate-income households and nonprofit organizations providing assistive services to low- to moderate-income households. Establishes and appropriates funds for a solar energy storage system loan program to provide asset limited, income constrained, employed households with low-interest loans to purchase and install solar energy storage systems. RELATING TO HOUSING.

Authorizes the counties to reclassify lands fifteen to one hundred acres in certain rural, urban, and agricultural districts in which at least fifty per cent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income.

RELATING TO ELECTIONS.

Establishes presidential preference primary elections conducted by the State. Allows political parties to limit participation in the presidential preference primary election selection of the party's candidates by voter party registration. Allows voters to change party registration on a presidential preference primary election ballot. Requires a study to determine the feasibility of implementing a presidential preference primary in Hawaiʻi in lieu of a party caucus and make recommendations for the implementation of a presidential preference primary. Makes an appropriation to conduct the study.

RELATING TO DOMESTIC VIOLENCE.

Requires law enforcement agencies to adopt and implement a written policy on domestic violence committed or allegedly committed by a law enforcement officer. Establishes standards, training deadlines, administrative procedures, and reporting requirements.
