RELATING TO TRANSIENT ACCOMMODATIONS.

Requires transient accommodations brokers and any other persons or entities to offer, list, advertise, or display a transient accommodations rental rate that includes all resort fees required for the furnishing of transient accommodations. Requires transient accommodations brokers and any other persons or entities to include all applicable taxes and fees imposed by a government on the stay in the total price to be paid before the consumer reserves the furnishing of transient accommodations. RELATING TO MEDICAL CANNABIS.

Specifically authorizes a medical cannabis dispensary to purchase cannabis and manufactured cannabis products from another dispensary. Requires the Department of Health to adopt rules regarding medical cannabis products within a certain time. Effective 7/1/3000. (HD1)

RELATING TO WEAPONS.

Requires the Department of the Attorney General to publish annual reports regarding certain protective and restraining orders, firearms, and electric guns. Authorizes persons subject to certain protective and restraining orders to possess or control firearms, ammunition, or electric guns in the course of employment, subject to certain conditions. RELATING TO WORKFORCE DEVELOPMENT.

Amends the Hawaiʻi Workforce Development Council law to be consistent with the General Appropriations Act of 2021. Renames "Hawaiʻi Workforce Development Council" to "Hawaiʻi Workforce Development Board". Requires the Hawaiʻi Workforce Development Board and local workforce development boards to develop written conflict of interest policies. Amends provisions related to the selection of the Chairperson, duties, and powers of the Hawaiʻi Workforce Development Board. Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative. RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.

Creates the Kona Community Development District to allow for planning, development, and maintenance of public lands in Kona, on the island of Hawaiʻi. Amends the Hawaiʻi Community Development Authority membership to include members of Kona. Requires the Hawaiʻi Community Development Authority and the Department of Corrections and Rehabilitation to seek federal grants and loans from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program for the construction of a correctional project within the new development district. Effective 7/1/3000. (HD1)

RELATING TO ACCESS TO TREATMENT FOR TERMINALLY ILL PATIENTS.

Beginning on 1/1/2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 7/1/3000. (HD1)

RELATING TO REHABILITATION.

Requires the Judiciary, in consultation with other stakeholders, to submit monthly and annual reports to the Legislature on the effectiveness of agreements for post-booking jail diversion programs in the first circuit. Amends the criminal justice diversion program to enable examination of defendants via telehealth. Provides a mechanism for the automatic screening of certain nonviolent defendants for involuntary hospitalization or assisted community treatment. Authorizes courts to require certain probation violators to undergo a mental health evaluation and treatment program as a condition of continued probation.
