RELATING TO PROPERTY FORFEITURE.

Restricts civil asset forfeiture to specific, limited cases. Raises the burden of proof for property forfeiture to clear and convincing evidence. Authorizes the use of certain forfeited property by local or state agencies for a limited time. Directs forfeiture proceeds to certain involved state and local governments and to the general fund. Amends the allowable uses of moneys in the criminal forfeiture fund. Requires the Attorney General to adopt rules. Advances the deadline for the Attorney General to report to the Legislature on the Hawaii omnibus criminal forfeiture act. Effective 1/1/2222. (HD2)

RELATING TO STREAM MAINTENANCE.

Requires the department of land and natural resources to establish and implement a two-year stream maintenance reimbursement pilot program to reimburse homeowners for clearing debris in and around streams near their property. Appropriates funds. Effective 7/1/2050. (HD1)

RELATING TO INDIVIDUAL SPORTS.

Allows home-schooled, high school-age students to participate as unattached competitors in individual sports available to the public school that the student would otherwise be required to attend. Effective 7/1/2051. (HD1)

RELATING TO COMMERCIAL DRIVER'S LICENSES.

Repeals the requirement that a person only operates category 3 vehicles to qualify to drive commercially in the State. Repeals the requirement that an application for a commercial driver's license or commercial learner's permit include intrastate driver certification. Requires the department of transportation to amend its rules, and makes conforming statutory amendments, to lower the minimum age required for a commercial driver's license. Effective 1/1/2050. RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Adopts certain procedural requirements prior to the filing of a civil action for childhood sexual abuse or naming of "Doe" defendants. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 7/1/2060. (HD1)

Authorizes the department of education to develop programs to encourage the development of gardens on school property. RELATING TO EQUITABLE DISTRIBUTION OF GROW OUR OWN RESOURCES FOR HAWAIIAN IMMERSION TEACHERS.

Establishes a stipend program to be administered by DOE for students enrolled in a teacher education program at UH and who agree to teach in the public school system for five years. Establishes a similar stipend program to be administered by the state public charter school commission for students enrolled in a teacher education program at UH and who agree to teach in a public charter school for five years. Gives preference to teachers who choose to teach in a Hawaiian immersion school. Appropriates funds. Effective 7/1/2050. (HD1)
