Establishes an income tax credit for qualified farms that donate eligible food products or prepared food to food banks or food pantries located in the State. Appropriates funds. Sunsets 6/30/2026. Effective 6/30/3000. (HD2)
Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. Beginning with the 2023-2024 school year, requires the department of education and public charter schools to provide free breakfast and lunch to all enrolled students. Appropriates funds. Effective 6/30/3000. (HD1)
Amends the statutory duties of the natural energy laboratory of Hawaii authority. Requires the authority to conduct certain activities in a culturally sensitive and environmentally appropriate manner and to engage in community outreach and education. Allows bidders to clarify or correct immaterial or technical information required as part of a bid submission for up to twenty-four hours after the bid submission deadline. Requires that bids for construction be opened no sooner than twenty-four hours after the deadline for the submission of bids. Defines "immaterial or technical information". Repeals 6/30/2026. Requires the department of land and natural resources to develop and implement a management system for Ka‘ena point state park, Makua, and Keawa‘ula regions. Effective 6/30/3000. (HD1)
