Establishes licensure for school psychologists consistent with National Association of School Psychologists standards. Clarifies that the exemptions from licensure as a psychologist apply to those persons employed as school psychologists by an educational institution and practicing only within a school setting. Prohibits private practice by school psychologists. Renames the Hawaiʻi teacher standards board the Hawaiʻi teacher standards and school psychologists board; amends the composition of the board to include two school psychologists and requires the board to submit a report to the legislature. Sunsets 7/1/2026.
Legalizes, regulates, and taxes cannabis and manufactured cannabis products for adult use. Establishes the Hawaiʻi cannabis commission to oversee the regulation of adult use cannabis manufacturers and retailers. Appropriates funds.
Requires certain job listings to include an hourly rate or salary range. Takes effect 1/1/2024.
Appropriates funds to the department of health to develop and implement statewide media, education, and training activities for policies related to emergency examination and hospitalization and assisted community treatment for those in need of mental health intervention. Effective 6/30/3000. (HD1)

Requires the department of human services to develop an infant and toddler child care worker subsidy pilot program to assist in retaining qualified child care workers in licensed infant and toddler child care centers. Appropriates funds. Sunsets 6/30/2026. Effective 6/30/3000. (HD1)
Adds a new chapter to the HRS to establish a system of regulatory controls for shopping carts and similar devices to prevent unauthorized removal from business establishments; provide for prompt retrieval when lost, stolen, or abandoned; require business owners to take certain specified actions to deter, prevent, or mitigate the removal of these devices from their premises and to retrieve any removed devices; and to prevent the continued possession of unlawfully removed shopping carts and similar devices and the accumulation of these devices on publicly or privately owned property.
Provides scholarships for the unmet direct cost needs of qualified students at any four-year University of Hawaiʻi campus who meet certain eligibility criteria. Makes an appropriation for the Hawaiʻi promise program. Effective 6/30/3000.
Beginning January 1, 2024, increases the tip credit to be twenty per cent of the minimum wage.
