Prohibits pet dealers and retail pet stores in the State from selling, offering to sell, leasing, offering to lease, bartering, auctioning, or otherwise transferring ownership of any dog, cat, or rabbit. Effective 1/1/2024.

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Beginning 1/1/2024, establishes a program for the licensure, regulation, and oversight of special purpose digital currency companies. Extends operations of companies in the digital currency innovation lab under certain circumstances. Appropriates funds for three full-time equivalent (3.0 FTE) permanent examiners. Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.
Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaiʻi right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaiʻi State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. Amends the definition of "electronic device" to clarify the scope of devices covered under the Electronic Device Recycling and Recovery Act. Effective 7/1/3000. (HD1)
Establishes a two-year nonrefundable individual income tax credit for expenses paid to retrofit a residence with wind resistive devices. Applies to taxable years beginning after 12/31/2023. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)
Excludes from the definition of "drug paraphernalia", testing products utilized in determining whether a controlled substance contains chemicals, toxic substances, or hazardous compounds in quantities that can cause physical harm or death, including but not limited to fentanyl test strips.
