Establishes a teacher loan program to encourage individuals to become teachers in hard-to-staff positions of Department of Education schools. Allows a loan to be forgiven for teachers who become, or have become, a licensed teacher in Hawaiʻi or for teachers who will commit to teach for three years at a Hawaiʻi public school or public charter school. Requires the Department of Labor and Industrial Relations to establish a three-year child care pilot grant program to provide grants to employers to assist in offering child care or caregiving support for their employees.
Clarifies the definition of "covered employer" under the Hawaiʻi Retirement Savings Act. Requires covered employers to automatically enroll covered employees into the Hawaiʻi Retirement Savings Program unless the employee chooses to opt out. Effective 7/1/3000. (HD1)
Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.
Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Establishes the Broadband and Digital Equity Special Fund.
Appropriates moneys to each county to mitigate flood risks on privately owned roads. Provides that the appropriation or expenditure of moneys shall not be construed to establish a duty of care or grounds for liability for the State or counties. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.
Codifies program modification requirements for demonstration projects established by child care facilities that are licensed by the Department of Human Services.
