Imposes conveyance tax on the transfer of a controlling interest of an entity with an interest in real property. Stipulates that the imposition of the conveyance tax on transfers of entity ownership shall not apply to any transfer of interest or acquisition between entities wholly owned by the same common ownership that results in no change in the beneficial ownership. Imposes the conveyance tax on certain transfers of real property at the lowest tax rate. Imposes liability on the transferee in the event that the transferor of the controlling interest does not pay the tax due. Effective 1/1/3028. (SD1)

Establishes the Spay and Neuter Special Fund to reduce pet overpopulation, including the free-roaming cat population, and authorizes an income tax designation to provide revenues into the special fund. Requires cats over five months of age to be surgically sterilized unless covered by an intact cat declaration, and conditions the importation of intact cats on state and county declaration requirements, with certain exceptions. Amends the process for the hiring of the Executive Director of the Aha Moku Advisory Committee. Specifies that the Chairperson of the Board of Land and Natural Resources is responsible for the appointment, oversight, and administrative authority over the Executive Director of the Aha Moku Advisory Committee. Requires any formal position, recommendation, or advisory action of the Aha Moku Advisory Committee to be adopted at a duly noticed public meeting at which a quorum is present. Establishes the Health Information Technology Infrastructure Grant Program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support health information technology infrastructure and the implementation of interoperable health information technologies in federally qualified health centers, rural health clinics, Ryan White HIV/AIDS Program centers, and Native Hawaiian health centers. Declares feral chickens on public lands as a public nuisance and controllable pest in a city with a population of three hundred thousand or more. Prohibits supporting feral chickens on public lands, including by feeding chickens. Prohibits the abandonment of chickens on public lands or on private property without consent. Establishes fines and authorized enforcing agencies. Appropriates funds for the receipt, handling, and humane disposition of feral chickens that have already been caught. Effective 7/1/3000. (HD2)
