Requires Liquor Commissions or Boards to deny any renewal for a liquor license if the applicant for renewal has violated any provision of the Intoxicating Liquor Law under chapter 281, Hawaii Revised Statutes, on three separate occasions during the twelve-month period preceding the renewal application date.
Beginning with the 2025-2026 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Reduces the amount the Department of Education is authorized to charge for school meals to all students enrolled in department schools to no more than an unspecified portion of the cost of preparing the meals. Establish a medical education liaison position within the University of Hawaii John A. Burns School of Medicine to support programs that utilize a team of medical specialists to support primary care providers and other health care professionals through mentorship and guidance. Appropriates funds.
Clarifies that a person who uses deadly force in self-defense does not have a duty to retreat if they are in their dwelling or on their property unless they are the initial aggressor. Repeals statutory language that permits a person to use deadly force at their place of work.
Requires and appropriates funds to pay salary differentials to English language educators as an incentive to attract and retain these educators. Effective 7/1/3000. (HD1)
Part I: Establishes requirements for kauhale projects, including reporting requirements by the Statewide Office on Homelessness and Housing Solutions (OHHS). Requires the Auditor to conduct a management and performance audit of the kauhale initiative. Appropriates funds for the continued operation of the kauhale initiative. Part II: Establishes the Ohana Zones Program as a permanent program within OHHS. Appropriates funds to DHS for the continued implementation of the Ohana Zones Pilot Program. Part III: Requires OHHS to submit a report every four months to the Legislature detailing the expenditure of funds appropriated toward the kauhale and ohana zones initiatives and conduct a comprehensive needs assessment. Part IV: Changes references to the Governor's Coordinator on Homelessness to "Coordinator on Homelessness". Specifies that the Coordinator on Homelessness shall report directly to the Director of Human Services. (CD1)
Beginning 7/1/2026, authorizes the State Historic Preservation Division to contract its review of proposed state projects and projects affecting historic properties to third-party consultants under certain circumstances. Establishes requirements for qualified third-party consultants providing review services. Requires the project proponent to pay the reasonable fee requirements of the third-party consultant. Requires the Department of Land and Natural Resources to publish a draft of its proposed rules and later present its proposed final rules to the Board of Land and Natural Resources. Expands existing crisis intervention programs by requiring, and appropriating funds for, the Department of Health to establish a Homeless Triage and Treatment Center Program within its Alcohol and Drug Abuse Division to serve homeless individuals and individuals at risk of homelessness with substance abuse issues or mental illness. Requires the Crisis Intervention and Diversion Services Program to redirect certain homeless persons to the appropriate health care system and services. Authorizes the program to include intensive mobile outreach services. Requires appropriations for the program to be used only for services contracted directly between the Department of Health and the service provider. (CD1)
Establishes safe riding behaviors for electric bicycles. Prohibits the operation of high-speed electric devices in certain locations. Establishes labeling and signage requirements for electric bicycles. Prohibits the operation of a moped or electric motorcycle in certain locations. Amends the definition of "bicycle" for purposes of county vehicular taxes. Defines "electric bicycle" in place of "low-speed electric bicycle". Defines "electric micro-mobility device" and requires the same regulations as electric foot scooters to apply to electric micro-mobility devices. Prohibits a person under the age of sixteen from operating a class 3 electric bicycle. Authorizes a person under the age of fourteen to operate class 2 electric bicycles under supervision. Prohibits a person from riding a class 3 electric bicycle on a sidewalk. Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk under certain circumstances. Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet. Repeals the requirement that moped drivers use bicycle lanes. Substitutes the word "motor-driven cycle" with the word "motor scooter". (CD1)
Repeals the construction cost component of school impact fees. Exempts government housing developments, affordable housing units and projects, and Hawaiian home lands housing from school impact fees. Requires the School Facilities Authority to adopt rules governing fee collection. Increases the minimum number of units in a development to trigger land dedication provisions of the land component impact fee. Requires a report to the Legislature on program efficacy.
