Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials and consultation services about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures.

Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions.
Beginning July 1, 2022, requires all new or renewed contract agreements with out-of-state correctional facilities to include provisions modifying the per-diem-per-inmate compensation rate to drop from the full contracted rate to fifty per cent of the contracted rate once the inmate has served the minimum term and requiring all out-of-state facilities to adhere to the same standards of care as in-state facilities, including standards related to segregation of inmates.
Requires that all funds in the administratively established carry-forward trust holding account in excess of $15,100,000 be transferred to the Office of Hawaiian Affairs each year.
Requires that all moneys in the pro rata portion of the Public Land Trust be transferred to the Office of Hawaiian Affairs.
Requires the department of health to enforce a prohibition on the feeding of excessive numbers of feral birds without the need to first determine that odors and filth from bird waste are a nuisance. Provides exceptions. Establishes penalties.
Requires the public utilities commission to open one or more proceedings to consider low- and moderate-income rates, bill credits, or direct payments and whether these would be appropriate for the State; the advantages and disadvantages of rate design, program offerings, and the requirements of community benefits agreements; and other customer-centric solutions to lessen the energy burden on low- and moderate-income customers.
Requires officers serving a warrant issued by a district court to do so while wearing an authorized uniform and using a bodyworn video camera.
Prohibits the Board of Land and Natural Resources, in declaring residential development areas and acquiring lands therein, from disturbing wetland or dryland taro lands and infrastructure on undeveloped lands. Establishes a fourth class--taro lands classification for public lands. Permits structures for lo‘i or mala taro fields in the agricultural district. Establishes growth and perpetuation of traditional Hawaiian crops as a goal of the State Planning Act. Authorizes the Board of Land and Natural Resources, with the Taro Security and Purity Task Force, to create an inventory of taro lands. Makes an appropriation.
