RELATING TO FLOOD MITIGATION.

Appropriates funds for flood mitigation measures at Makaha Valley and Lualualei, based on structural and nonstructural measures recommended in studies previously conducted.

RELATING TO ENERGY.

Allows for new and upgraded electric vehicle charging stations having a single port to qualify for a rebate. Eliminates the annual cap on rebates. Increases flexibility of the Public Utilities Commission to administer the electric vehicle charging station rebate program. Increases maximum percentage of rebate program appropriations that may be expended for administrative costs and allows for marketing and outreach expenses to be included within allowable administration costs of the electric vehicle charging station rebate program. RELATING TO THE EARLY CHILDHOOD REGISTRY.

Requires the staff of licensed and registered early childhood programs to annually provide specific information to the Department of Human Services' Early Childhood Workforce Registry. Requires a report to the Legislature. Makes an appropriation. Effective 7/1/2060. (HD1)

RELATING TO CONFINEMENT.

Establishes policies and procedures for long-term confinement, disciplinary confinement, and administrative confinement of inmates in the State's correctional facilities. Provides that any agreement negotiated with an out-of-state correctional facility require the out-of-state correctional facility to adhere to the same standards of care and health and safety policies adopted by the department of public safety. Effective 7/1/3000. (HD1)

RELATING TO DATA COLLECTION.

Requires that the sexual orientation and gender identity of persons processed for crimes be included in the systems of identification, if disclosed. Requires that sexual orientation and gender identity information collected under this measure remain confidential and be used strictly for statistical research and data analysis purposes. RELATING TO GAMBLING.

Imposes a heightened penalty of a class C felony for persons who repeatedly commit the offenses of gambling or possession of gambling records in the second degree. Raises the criminal penalty to a class C felony for the offense of possession of gambling devices. Directs all forfeited property or proceeds from sales thereof to units of state or local government that administer, manage, operate, or oversee programs addressing homelessness, substance abuse, or compulsive gambling.

RELATING TO AIR POLLUTION.

Requires DOH to, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines. Requires DOH to report to the legislature by December 31, 2023, with recommendations for funding for commercial rebates or similar incentive funding to support the transition to zero-emission small off-road equipment operations.
