RELATING TO ASSISTED COMMUNITY TREATMENT.

Authorizes registered nurses and qualified state-licensed health care professionals who are participating in a community paramedicine program approved by the Department of Health who are licensed by the State to administer medication as part of an assisted community treatment order's treatment plan to the subject of the order, under certain circumstances. Effective 7/1/3000. (HD1)

RELATING TO FRESHWATER WATERWAYS.

Prohibits residing in, on, or within fifty feet of a freshwater waterway. Authorizes law enforcement officers to enforce the prohibition. Specifies that violation is a civil violation, not a criminal offense. Establishes procedures for the removal, inventory, storage, and disposal of unattended personal property. Effective 7/1/3000. RELATING TO NEIGHBORHOOD SAFETY.

Establishes and appropriates funds for the Neighborhood Security Watch Grant Program to help fund certain activities and rental payments of established neighborhood security watch groups and neighborhood citizen patrol groups that rent government-owned facilities for a fee to carry out their duties. RELATING TO STUDENTS WITH DISABILITIES.

Authorizes the inclusion of provisions addressing individualized accommodations and supports during emergency situations and evacuations in individualized education programs and section 504 plans for students with disabilities. RELATING TO RETIRANTS.

Establishes a five-year pilot program allowing retirants to be rehired for exempt service for one-year terms under certain circumstances. Provides that retirants employed under the program are excluded from the Hawaii Employer-Union Health Benefits Trust Fund and will not experience an interruption of pension benefits. Requires an employer of a retirant under the program to contribute to the Employees' Retirement System. Requires the Department of Human Resources Development to submit a report to the Legislature. Sunsets 6/30/2031. Effective 7/1/3000. (HD1)

RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Requires the Director of Commerce and Consumer Affairs to make certain contact information for newly registered entities available online. RELATING TO DISCLOSURE OF ATTORNEY-CLIENT AND ATTORNEY WORK-PRODUCT PRIVILEGED COMMUNICATIONS TO THE OMBUDSMAN.

RELATING TO TRANSPORTATION.

Prohibits vehicles from driving on the shoulder of a roadway, except in certain circumstances. Authorizes the Department of Transportation, law enforcement officers, and other approved persons to impound vehicles with expired registrations of three years or more, under certain conditions. Requires an annual report to the Legislature. Increases the fine amount for owners of out-of-state motor vehicles who fail to register the vehicle in the State. Establishes minimum and maximum statutory penalties for violations relating to the use of high occupancy vehicle lanes. (HD1)
