Amends the law authorizing the killing of mongoose by clarifying the circumstances under which mongoose may be killed and authorizing feral chickens to be killed under certain circumstances. (HD1)
Permanently increases the state earned income tax credit to fifty per cent of the federal earned income tax credit. Applies to taxable years beginning after 12/31/2024.
Amends chapter 127A, HRS, to clarify state and county authority. Prohibits the Governor or a mayor from suspending requests for public records or vital specifics during a state of emergency. Adds definition of the term "severe warning". Allows the Legislature and county councils to terminate a state of emergency, in whole or in part, issued by the Governor or a mayor, respectively. Requires the Department of Education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products.
Clarifies the level of environmental restoration that owners and operators of underground storage tanks or tank systems must satisfy in the event of a confirmed release of jet fuel. Specifies the restoration condition and quality acceptable by the Department of Health shall include the complete removal of all jet fuel, including jet fuel additives and all compounds resulting from the degradation of jet fuel or jet fuel additives, or the reaction of jet fuel or jet fuel additives with water or other chemicals. Establishes a rebuttable presumption that any detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release.
Imposes insurance coverage as a prerequisite for the operation of electric bicycles in a county with a population of five hundred thousand or more. Establishes a regulatory framework for electric bicycle insurance. Effective 7/1/3000. (HD1)
Prohibits certain covered educational entities and Hawaii Health Systems Corporation facilities from collecting information regarding citizenship or immigration status or allowing officers of Immigration and Customs Enforcement to enter certain facilities, except under specific circumstances.
Requires the Department of Health to coordinate the stockpiling of no less than a one-year supply of mifepristone. Appropriates funds. Effective 7/1/3000. (HD1)
Establishes and appropriates funds for a data and artificial intelligence governance and decision intelligence center and necessary positions to improve data quality and data sharing statewide.
