Repeals the requirement that all applicants for procurement contracts for health and human services possess all licenses necessary to conduct the subject business. Repeals the requirement that all contracts include only costs, fees, and taxes reflected on the face of the proposal.
Clarifies that a dentist who has not successfully completed the education specified for the dental specialty as defined by the American Dental Association may be subject to license suspension or revocation or a fine if the dentist uses words or phrases in advertising that are similar to the existing list of prohibited words or phrases. Expands the prohibited words or phrases to include "dentistry for children".

Allows a civil action for recovery of damages to be brought by persons subjected to sexual offenses as a minor against the person who committed the act at any time by repealing the statute of limitations. Repeals the period during which a victim of child sexual abuse may bring an otherwise time-barred civil action against the victim's abuser or an entity with a duty of care, including the State and counties.
Prohibits enforced wage secrecy and retaliation or discrimination against employees who disclose, discuss, or inquire about their own or co-workers' wages.
Amends the composition of the county police commissions to require that three commissioners on each police commission have backgrounds, including equality for women, civil rights, and law enforcement, for the benefit of the public.
Establishes a suicide prevention task force to develop a strategic plan to reduce suicide in Hawaii by 25% by 2025.
Appropriates moneys for DOH lead poisoning prevention activities.
Entitles designated family members and other interested persons of a person having a mental health emergency to: notice of certain procedures and actions, option to be present in the courtroom for a hearing on a petition for involuntary hospitalization or assisted community treatment, and option to receive copies of hearing transcripts or recordings. Requires the court to adjourn or continue a hearing on a petition for involuntary hospitalization or assisted community treatment for failure to timely notify designated persons, with certain exceptions.
