Requires the department of agriculture, in consultation with the department of health, to create and maintain a list of plants and landscaping-related structures or equipment that are known to be preferred habitats for mosquito breeding and prohibits use of these elements in public landscaping. Requires police departments to disclose to the Legislature the identity of an officer upon the officer's second suspension in a five-year period or discharge.
