RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)

RELATING TO INSURANCE.

Clarifies that a mutual benefit society shall maintain a minimum net worth calculated based on gross annual premium revenues and gross annual health care expenditures and operating expenses. Effective 7/1/2050. (SD1)

RELATING TO YOUTH.

Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program in partnership with private organizations to coordinate a network that youth can access for safety and where youth can obtain advice, guidance, programs, and services. RELATING TO IMPROVING ACCESS TO PSYCHIATRIC CARE FOR MEDICAID PATIENTS.

Specifies that coverage for telehealth under the State's medicaid managed care and fee-for-service programs includes psychiatric services delivered via telehealth through a behavioral health care manager who is present in a primary health care provider's office. Takes effect 7/1/2075. (SD1)

RELATING TO GREEN INFRASTRUCTURE.

Establishes the Clean Energy Savings Jump Start Program and Clean Energy Savings Jump Start Fund. Establishes the Energy Storage System Rebate Program as a three-year pilot program and requires the Green Infrastructure Authority to submit annual reports to the legislature on the program's progress and activities. Deletes the Public Utilities Commission's approval authority relative to the Green Infrastructure Loan Program. Appropriates funds. Effective 1/28/2081. (SD2)
