RELATING TO TAXATION.

Amends the basis and rate for the conveyance tax, adds an exemption to the conveyance tax for qualified affordable housing, and increases allocations of the conveyance tax to the Land Conservation Fund and the Rental Housing Revolving Fund. (HB2750 HD2)

RELATING TO APPELLATE JURISDICTION.

Amends the appellate jurisdiction of the Hawaii Supreme Court and Intermediate Court of Appeals to conditions as they existed prior to July 1, 2006. Reestablishes the requirement that most appeals be filed with the Supreme Court instead of the Intermediate Court of Appeals. Reestablishes criteria for assigning appeals. (HB2191 HD1)

RELATING TO GOVERNMENT OPERATIONS.

Transfers to the Department of Business, Economic Development, and Tourism (DBEDT) jurisdiction over cable TV and the Broadband Assistance Advisory Council from the Department of Commerce and Consumer Affairs and telecommunications carriers from the Public Utilities Commission. Establishes the position of a commissioner of telecommunications. Creates special fund in DBEDT for cable TV and telecommunications carriers. Requires the Broadband Assistance Advisory Council to advise the Director of DBEDT on broadband deployment. (HB2236 HD1)

RELATING TO THE JUDICIARY.

Allows a court of inferior jurisdiction to certify to the Hawaii Supreme Court a question or proposition of law on which the court of inferior jurisdiction seeks instruction for the proper decision of a remanded case. Requires the Supreme Court to answer the question within an unspecified number of calendar days. (HB2194 HD1)

RELATING TO AFFORDABLE HOUSING.

Exempts affordable housing units acquired, developed, financed, or rehabilitated by qualified nonprofit housing trusts from the use restrictions and the 10-year owner-occupancy, 10-year buyback, owner qualifications, and shared appreciation equity requirements if the qualified nonprofit housing trust establishes owner-occupancy and buy-back restrictions approved by the Hawaii Housing Finance and Development Corporation.
