RELATING TO CIVIL RIGHTS.

Prohibits discrimination on the basis of sex, including gender identity or expression, or sexual orientation, in any state educational program or activity, or in any educational program or activity that receives state financial assistance. Requires the Legislative Reference Bureau to study how other jurisdictions oversee Title IX enforcement. Effective 1/1/2020, except study effective 7/1/2018. (HB1489 CD1)

RELATING TO SEXUAL ASSAULT.

Creates a Hawaii Sexual Assault Response and Training Program to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Requires annual reports by the Attorney General to the President of the Senate and Speaker of the House. Appropriates funds. (HB2131 CD1)

RELATING TO POLICE DEPARTMENTS.

Specifies that citizen administrative complaints against a police officer that involve allegations of domestic abuse by the police officer against a family or household member shall not be required to be filed as a notarized or sworn written statement. (HB2133 CD1)

RELATING TO VIOLATION OF PRIVACY.

Amends the offense of violation of privacy in the first degree to prohibit threats or acts to disclose an image or video. Requires that any recording or image made or disclosed be destroyed or sealed and remain confidential. (HB2134 CD1)

RELATING TO HOUSING.

Directs the Hawaii Housing Finance and Development Corporation (HHFDC) to study and report on housing for populations with access and functional needs. Extends exemption from general excise tax for development costs of affordable rental housing certified by HHFDC. Increases limits on costs eligible for exemption and clarifies eligibility to qualify for the exemption. Prohibits discrimination against tenants based solely on receipt of Section 8 housing assistance. Appropriates funds to the rental housing revolving fund and the dwelling unit revolving fund in fiscal year 2017-2018. (HB2748 CD1)

RELATING TO INFORMATION PRACTICES.

Permits public inspection and duplication of salary ranges, for legislative employees in incremental amounts of $15,000, rather than exact compensation amounts. Defines "legislative employees." (HB1768 CD1)
