RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Subjects the service retirement allowance, ordinary disability retirement allowance, and service-connected disability retirement allowance, as adjusted by any post retirement allowances, of employees who become contributory, non-contributory, and hybrid plan members in ERS after 12/31/2019, to a maximum amount of 75% of the governor's salary as last recommended by the executive salary commission at the time of the member's retirement.

Requires the State Auditor to select school complex areas for a determination of each complex area's compliance with its academic plan and financial plan.

RELATING TO AN ELECTRIC VEHICLE-READY HAWAII.

Requires that, effective January 1, 2020, 25% of parking stalls for all residential multi-family buildings that have twenty or more parking stalls and commercial buildings that have forty or more parking stalls are electric vehicle charger ready.

RELATING TO MENTAL HEALTH EDUCATION.

Requires that high school students complete a health class. Requires teacher and principal training to include suicide prevention. Allows the training to be conducted through self-review.

RELATING TO VACANCIES.

Requires vacancies in the office of United States Senator to be filled by special election. Requires any vacancy in the office of State Senator or State Representative to be filled by special election if more than half of the term has not yet been served at the time of the vacancy. Establishes deadlines for holding special elections for vacancies in the foregoing offices and the office of United State Representative.
