Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development. Implements the recommendations of the working group convened pursuant to House Concurrent Resolution No. 90, Regular Session of 2016, by establishing and appropriating funds for a three-year community paramedic services pilot program. Requires a report to the Legislature before the Regular Session of 2021.
Amends the cesspool upgrade, conversion, or connection income tax credit by: (1) deleting the residential large capacity cesspool certification pilot program; and (2) expanding the definition of "qualified cesspool" to include cesspools that are certified for connection to an existing sewer system.
Establishes the offense of assault in the second degree if a person intentionally or knowingly causes bodily injury to a health care professional, as defined in section 451D-2, Hawaii Revised Statutes, who is engaged in the performance of duty at the time of the assault. (HB1484 HD2)
Establishes a community court outreach project in the City and County of Honolulu, subject to the availability of funds and memoranda of agreements from the Judiciary, Prosecuting Attorney, and the Public Defender. Appropriates funds. (HB457 HD1)
Requires insurers, mutual and fraternal benefit societies, and health maintenance organizations to recognize services provided by pharmacists.
Requires insurance coverage for embryo, oocyte, and sperm cryopreservation procedures to preserve the fertility of adults diagnosed with cancer who have not yet started cancer treatment.
Establishes the criminal offense of unlawful confinement or restraint of a dog to enhance related offenses under the cruelty to animals law and provide standards for the use of tethers and enclosures for dogs.
Requires PUC to: (1) Study and determine a reasonable microgrid rate schedule, based on specified goals, that DOE may charge to users of its microgrid; (2) Study and determine a fair and reasonable amount that an electric utility company may assess DOE for using the electrical infrastructure of the electric utility company or any electricity produced by the electric utility company, if applicable; and (3) Establish oversight policies for any microgrid projects that DOE may establish that extend beyond lands and buildings owned and controlled by DOE. Provides a bidder of a public works construction project with two working days after the closing of bids to provide the name of each joint contractor or subcontractor and the nature and scope of the work to be performed by each. Allows the bidder to replace a subcontractor that is not in compliance with these requirements, provided that the price of the total bid remains the same.
