Prohibits the counties from requiring, as part of a county zoning ordinance or county rule, a developer with more than one residential unit to obtain the approval of any state agency unless that approval is expressly required by law. (SD1)
Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Authorizes forfeiture of certain employees' retirement system benefits for law enforcement officers who are convicted of an employment-related crime. Requires law enforcement officers under investigation for a felony offense to be placed on unpaid administrative leave, and if convicted, be permanently barred from employment as a law enforcement officer, private detective, or guard.
Bans the import for profit, sale, and offer for sale of any cosmetic in the State if the final product or any component of the final product was developed or manufactured using animal testing performed on or after 1/1/2024. (SD2)
Establishes a task force to identify the top ten fruits or vegetables that are imported into the State but may be commercially grown in the State. Creates an income tax credit to incentivize the production of those fruits or vegetables to obviate the need to import them into the State.
Removes the $10 per visit per day cap on the dollar-for-dollar match received by Supplemental Nutrition Assistance Program beneficiaries under the Hawaii Healthy Food Incentive Program, also known as the Double Up Food Bucks Program. Specifies that healthy proteins are eligible purchases under the program. Makes an appropriation to the Department of Agriculture to expand funding for the program.
Extends the hospital sustainability program through 6/30/2024. Increases the maximum fee for inpatient care services to 5.5%. Increases the amount of time hospitals have to pay the hospital sustainability fee from 30 days to 60 days. Increases the pool of medicaid services that can be used for matching purposes. Appropriates funds. Effective 6/29/2050. (SD2)
Authorizes the issuance of special number motor vehicle license plates to commemorate the Polynesian Voyaging Society. Effective 7/1/2065. (HD1)
Requires publicly held domestic corporations to include nonmale and nonfemale individuals among the directors of their corporate board. Establishes reporting requirements for the Department of Commerce and Consumer Affairs and penalties.
