Defines "cannabis cutting" and "cannabis propagule". Amends the definition of "cannabis" to include cannabis propagules and cannabis cuttings. Allows qualifying patients and primary caregivers who are authorized to cultivate cannabis for medical use to purchase cannabis propagules and cannabis cuttings from licensed dispensaries in the State under certain conditions. Establishes quantity limits and quality requirements for the dispensing of cannabis propagules and cannabis cuttings. Effective 6/30/3000. (HD1)
Establishes a trauma-informed care task force within the Department of Health. Requires the task force to develop a statewide framework for trauma-informed care and to provide other recommendations on how the State can implement best practices in trauma-informed care, including native Hawaiian cultural practices. Provides that the trauma-informed care task force shall serve as an advisory board for, and be administratively attached to, the office of wellness and resilience established in section 27-62, Hawaii Revised Statutes. Requires the task force to submit a report to the Legislature no later than 20 days prior to the convening of each regular session.
Increases the monthly needs allowance from $50 to an unspecified amount. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless.
