Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaii right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaii State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. Extends the sunset date of trauma-informed care task force established by Act 209, SLH 2021, to 6/30/2025. Beginning 7/1/2025, transfers the office of wellness and resilience from the office of the governor to the department of human services and formalizes the trauma-informed care task force as an advisory committee within the office of wellness and resilience, to be known as the wellness and resilience advisory board. Establishes an additional minimum supplemental nutrition assistance program (SNAP) benefit of $250 per month per person for SNAP-eligible households whose income is below two hundred per cent of the federal poverty level, as established by the United States Department of Agriculture. Requires that SNAP-eligible households whose monthly income exceeds two hundred per cent of the federal poverty level receive a graduated decline of additional SNAP benefits. Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)
