RELATING TO LOAN REPAYMENT FOR HEALTH CARE PROFESSIONALS.

RELATING TO HEALTH.

Adds specific requirements for sexuality health education programs funded by the State. Requires the Board of Education and Department of Education to collaborate to provide curricula information to the public. Requires students to be excused from the provided instruction upon the written request of the student's parent or legal guardian.

RELATING TO MENTAL HEALTH.

Establishes the prevent suicide Hawaiʻi taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.

RELATING TO THE OFFICE OF WELLNESS AND RESILIENCE.

Extends the sunset date of trauma-informed care task force established by Act 209, SLH 2021, to 6/30/2025. Beginning 7/1/2025, transfers the office of wellness and resilience from the office of the governor to the department of human services and formalizes the trauma-informed care task force as an advisory committee within the office of wellness and resilience, to be known as the wellness and resilience advisory board. RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT.

Adopts the Interstate Medical Licensure Compact to create a comprehensive process that complements the existing licensing and regulatory authority of state medical boards and provides a streamlined process that allows physicians to become licensed in multiple states. RELATING TO BEHAVIORAL HEALTH CRISIS STABILIZATION BEDS.

Appropriates funds to the Adult Mental Health Division of the Department of Health to support increased behavioral health crisis stabilization beds. Creates a working group to get county input on possible sites for these crisis stabilization beds. Effective 7/1/2023.

RELATING TO SOCIAL SERVICES.

Increases the monthly needs allowance from $50 to an unspecified amount. Clarifies that the needs allowance is not intended to replace or affect funds received from the federal supplemental security income program. Requires certain long-term care facility operators to pay for generic toiletries, linens, and meals and snacks. Requires the department of human services to perform an annual review of the needs allowance. Appropriate funds. Effective 6/30/3000. (HD1)

RELATING TO CORRECTIONS.

Authorizes certain inmates to either directly breastfeed any of the inmate's eligible children or to express milk for delivery to the child and to elect to be committed to a correctional facility in the inmate's home county. Requires the Hawaiʻi Paroling Authority to provide free contraception to parolees.

RELATING TO PUBLIC EDUCATION.

Establishes the Public Education Scholarship Program within the University of Hawaiʻi to provide students who are residents of the State with school tuition in return for a service commitment to teach in a public school classroom of the Department of Education or Hawaiʻi public charter school, under certain conditions.
