RELATING TO SEXUAL ABUSE OF MINORS.

Expands the time period by which a civil action for childhood sexual abuse may be initiated, including an otherwise timebarred action. Authorizes a court to require personnel of legal entities to undergo training on traumainformed response. Effective 6/30/3000. (HD1)

RELATING TO CONSUMER PROTECTION.

Requires self-service stations to put labels on gas dispensing equipment that advise consumers on the effects of fossil fuel consumption to human health and the environment.

RELATING TO AGRICULTURE.

Clarifies that "customary and traditional subsistence farming", which is customary and traditional subsistence farming conducted by a Native Hawaiian cultural practitioner in certain situations, is included as a protected activity under the Hawaiʻi right to farm act. Clarifies that the cultivation of crops and activities related to game, fish, and livestock in the agricultural district may be for economic use or customary and traditional subsistence farming. Provides that one of the State's policies under the Hawaiʻi State Planning Act's agricultural objectives is to perpetuate the practice of customary and traditional subsistence farming. RELATING TO NATURAL RESOURCES.

Requires the commission on water resource management and division of aquatic resources of the department of land and natural resources, in partnership with the University of Hawaiʻi and department of health, to conduct research on limu to understand the impacts of groundwater use on groundwater-dependent ecosystems. RELATING TO THE BOARD OF EDUCATION.

Requires the Board of Education to hold not less than six community forums annually, with at least one community forum in each county. Requires the Board to include an open forum for public comments on non-agenda items. Requires a report to the Legislature on implementing open forums.

RELATING TO LEASEHOLD CONVERSION.

Excludes from taxation one hundred per cent of the gain realized by a fee simple owner from the sale of a leased fee interest in units within a condominium project, cooperative project, or planned unit development to the association of apartment owners or the residential cooperative housing corporation of the leasehold units. Applies to taxable years beginning after 12/31/2022 and does not apply to taxable years beginning after 12/31/2029. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaiʻi, to begin with the 2024 general election year. Requires the Campaign Spending Commission to submit a report to the Legislature. Appropriates funds.
