Requires the DOE to develop and maintain a communication strategy and outreach plan for emergency management and disaster preparedness. Requires the DOE to provide updated information to parents and guardians about its communication strategy and outreach plan no later than thirty days after the beginning of each school year.

Prohibits any person from presetting commercial beach equipment on any public beach under the jurisdiction of the department of land and natural resources, unless the customer is physically present. Requires commercial vendors to expeditiously remove commercial beach equipment after the customer has finished using it. Allows the department of land and natural resources to grant exemptions through rules adopted pursuant to chapter 91, Hawaiʻi Revised Statutes. Establishes administrative fines for violations. Pertains only to public beaches and does not include private lands, including accreted lands.
Establishes green infrastructure objectives and policies for transportation systems, infrastructure, and projects. Establishes the green transportation infrastructure task force to examine, evaluate, and develop policies for the design, implementation, and maintenance of green transportation infrastructure. Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)
Establishes that charging shipping and delivery charges that exceed the actual cost charged to the seller to ship or deliver goods to a consumer in the State constitutes an unfair and deceptive practice. Effective 6/30/3000. (HD1)
Establishes and appropriates moneys for a Maui campus housing pilot program, to be administered by the school facilities authority which shall make on-campus housing available to employees at Lahainaluna and Kulanihakoi high schools on the island of Maui. Requires the school facilities authority and department of education to submit reports to the Legislature. Effective 6/30/3000. (HD1)
Appropriates funds for capital improvement projects in the twenty-sixth representative district.
Amends the required coverage for shared cars that are made available through a peer-to-peer car-sharing program. Clarifies when the requirements for motor vehicle insurance coverage are satisfied. Provides that the counties may adopt ordinances to regulate peer-to-peer car-sharing vehicles for companies whose insurance coverage falls below an unspecified amount. Sunsets 7/1/2025. (SD1)
Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes the homeless services fund. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund.
