Amends emergency management law to protect tenants, mortgagors, consumers, and residents for certain periods of time after the issuance of a gubernatorial or mayoral emergency proclamation. Classifies violations as unfair methods of competition and unfair and deceptive acts or practices.

Prohibits residential rent increases in affected areas for an unspecified period after a severe storm warning or issuance of an emergency proclamation.
Requires the Department of Health to establish and administer an electronic smoking device disposal program for the collection and disposal of electronic smoking devices that contain rechargeable lithium-ion batteries. Establishes and appropriates funds for an invasive species placard program. Requires the department of agriculture to inspect certain establishments that are at risk of spreading invasive pests. Establishes correction and quarantine procedures.
Amends the beach protection policy of the coastal zone management program to recognize that unauthorized structures, materials, armoring, or hardening structures, including seawalls and revetments, sandbags, geotextile fabrics, and sand burritos, placed in the shoreline are a nuisance per se. Strengthens state and county abatement and cost recovery authority of, and allows citizen suits for, this type of nuisance.
Beginning 1/1/2025, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaiʻi state energy office to use moneys from the energy security special fund to administer variances.
Prohibits a person from using a location tracker to harass, stalk, or perpetuate a crime against another person without their knowledge.
