RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025. RELATING TO INVASIVE SPECIES.

Requires the Hawaiʻi Ant Lab to share data collected related to invasive ant surveys with the Department of Agriculture and Department of Land and Natural Resources. Appropriates funds for the Hawaiʻi Ant Lab to support little fire ant mitigation and eradication efforts. Effective 7/1/3000. (HD1)

RELATING TO MEDICAL CANNABIS.

Specifically authorizes a medical cannabis dispensary to purchase cannabis and manufactured cannabis products from another dispensary. Requires the Department of Health to adopt rules regarding medical cannabis products within a certain time. Effective 7/1/3000. (HD1)

RELATING TO WEAPONS.

Requires the Department of the Attorney General to publish annual reports regarding certain protective and restraining orders, firearms, and electric guns. Authorizes persons subject to certain protective and restraining orders to possess or control firearms, ammunition, or electric guns in the course of employment, subject to certain conditions. RELATING TO THE ADMINISTRATION OF THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Replaces the position of Deputy to the Chairperson of the Commission on Water Resource Management with the position of Executive Officer, who shall be appointed and managed by the Commission. Authorizes the Commission on Water Resource Management to retain independent legal counsel. Makes the Chairperson of the Board of Land and Natural Resources an ex officio member of the Commission on Water Resource Management and provides that the Commission shall elect a chairperson from among its non ex officio members. Requires the Commission on Water Resource Management and Department of Land and Natural Resources to establish procedures and safeguards to avoid conflicts of interest. Effective 6/29/3000. (HD1)

RELATING TO ACCESS TO EDUCATION.

Appropriates funds to Leeward community college Waianae Moku to support and assist students who are twenty-four years old or younger and ineligible to apply for federal financial assistance through the Free Application for Federal Student Aid application because they are unable to access their parents' tax information. RELATING TO AIR POLLUTION.

Requires the owner or operator of each waste combustion facility or municipal solid waste landfill to develop a plan to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Requires a publicly available website hosted by the Department of Health to track and display data collected on emissions. Requires the Department of Health to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the legislature. Appropriates funds. Effective 7/1/3000. (HD1)
