Establishes a shortage differential salary incentive program within the department of education to provide shortage differential pay for teachers working in special education, hard-to-staff locations, and Hawaiian immersion positions. Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.

Requires the Hawaii housing finance and development corporation to establish the kauhale program to provide individual or shared micro housing units and services to homeless individuals and families who meet the definition of chronically homeless or are currently homeless. Requires reports to the legislature. Appropriates funds.

Appropriates funds to the premium supplementation trust fund. Establishes a position to conduct small business employer outreach and to provide assistance with applications for premium supplementation and appropriates funds for the position.

Require DLNR to establish a visitor green fee program to collect fees from nonresidents, to be used for the protection, restoration, and care of Hawaii's natural, cultural, and outdoor recreational resources and build the resilience of these resources to the impacts of climate change and local threats, in order to obtain a license to use state natural resources. Establishes the Hawaii environmental legacy commission to guide the disbursement of visitor green fee program funds. Establishes the Hawaii environmental legacy special fund.

Requires a tax clearance before a professional or vocational license may be issued or renewed. Requires the departments of taxation and commerce and consumer affairs to jointly implement a procedure or system for processing and issuing tax clearances. Effective 1/1/2050. Applies to taxable years after 12/31/2022. (HD1)

Repeals or reclassifies non-general funds of the University of Hawaii pursuant to recommendations of the auditor. Transfers the unencumbered balances of repealed funds to the general fund. Transfers authority to the chancellor of the University of Hawaii at Hilo to expend funds from the conference center revolving fund. Effective 7/1/2060. (HD1)

Abolishes or reclassifies various non-general funds of the Department of Commerce and Consumer Affairs. Effective 1/1/2050. (HD1)

Authorizes advanced practice registered nurses to order, assess, and certify home health care eligibility for medicare beneficiaries. Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the state income tax code. Authorizes advanced practice registered nurses to make capacity determinations. Adds advanced practice registered nurses as primary providers in advance mental health care directives. (SD2)

Short form bill relating to non-general funds.

Makes technical amendments to the state law regarding the deposition of state funds into the state treasury.
