Amends the offense of burglary in the second degree to include intentionally entering or remaining unlawfully on a critical electrical infrastructure. (HD2)
Clarifies that social welfare organizations granted tax exempt Requires social welfare organizations granted tax exempt status under 501(c)(4) of the Internal Revenue Code that donate or contribute to noncandidate committees, engage in electioneering communications, or provide an endorsement for or against a candidate to register with the campaign spending commission and file organizational and financial reports. Requires the department of Hawaiian home lands to digitize its applicant, beneficiary, and lessee records. Requires that the digital database be completed and available for use no later than July 1, 2022.
Authorizes the department of health to issue medical cannabis delivery permits and medical cannabis transporter licenses for the delivery of medical cannabis and manufactured cannabis products to qualifying patients if certain conditions are met. Increases the allowable number of retail dispensing locations and cannabis plants per dispensary license. Allows a licensed dispensary to purchase medical cannabis or manufactured cannabis products from another licensed dispensary, with department approval, in the event of a crop failure or an inability to meet product demand or to provide more product diversity.
Authorizes the governor and the county mayors to establish lesser petty misdemeanor offenses and violations during emergency periods, including non-criminal infractions. Establishes an expeditious adjudication system for the processing of emergency period infractions. Establishes a fine of no less than $50 and no more than $500 for an emergency period infraction, with the amount per infraction to be set by the emergency order. Makes an appropriation.
Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of certain donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. Requires publicly held domestic corporations to include nonmale and nonfemale individuals among the directors of their corporate board. Establishes reporting requirements for the Department of Commerce and Consumer Affairs and penalties.
Repeals various non-general funds of the Department of Agriculture; Department of Accounting and General Services; Department of Business, Economic Development, and Tourism; Department of Education; Department of Health; Department of Labor and Industrial Relations; Department of Land and Natural Resources; Department of Human Services; Department of Public Safety; Department of Commerce and Consumer Affairs; University of Hawaii; Department of the Attorney General; and Department of Transportation. Implements recommendations of the auditor. Transfers most unencumbered balances to the credit of the general fund. (AD1)
