Bans the sale of flavored tobacco products and mislabeled e-liquid products. Appropriates funds. Repeals certain provisions of the Hawaii Revised Statutes relating to the sale of tobacco products. Effective January 1, 2024.

Allows departments and agencies time to comply with employees' retirement system reporting standards based on when final specifications are provided by the employees' retirement system. Effective 6/30/3000.

Establishes a carbon emissions tax credit. Expands the environmental response, energy, and food security tax to include carbon emissions. Applies to taxable years beginning after 12/31/2023.
Makes permanent the exemption from the behavior analyst licensing requirements for teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Removes the exemption from the behavior analyst licensing requirements for direct support workers and allows a registered behavior technician who is under the direction of a licensed psychologist to implement applied behavior analysis services.
Allows the Campaign Spending Commission to treat a respondent's failure to explain or otherwise respond to a complaint alleging a violation of campaign spending laws as an admission that a violation has occurred.
Extends the ban on campaign contributions from state and county contractors to grantees of the State under Chapter 42F, Hawaii Revised Statutes, and to the owners, officers, employees and immediate family of the government contractor or state grantee.
Clarifies county zoning to explicitly authorize counties to adopt zoning regulations that eliminate or amortize land uses or structures established after the effective date of the first comprehensive zoning ordinance adopted by a county and zoning regulations that restrict the time, place, manner, or duration of a land use activity that do not create different types of land uses by limiting the time, place, manner, or duration of a use of land.
