Consolidates the survey and certification requirements for the research activities tax credit. Requires the certification based on the date a complete application is received subject to certain conditions. Adds a cap for an eligible taxpayer and the taxpayer's related entities.

Provides grants in aid to several counties' boards of ethics.
Establishes the office of the public advocate. Establishes rights for members of the public with respect to the conduct and operation of the legislature and its members. Specifies procedures for the investigation and reporting of alleged violations of the rights.
Proposes a constitutional amendment to prohibit a person from serving as a member of the legislature for more than sixteen years during the person's lifetime.
Increases the amount of partial public financing available for all offices. Increases the maximum amount of public funds available for all offices by fifty per cent. Increases the maximum amount of public funds available for a candidate for OHA from $1,500 to ten per cent of the expenditure limit established by statute for each election. Increases the amounts of qualifying contributions for OHA from more than $1,500 in the aggregate to more than $5,000 in the aggregate. Provides a downward adjustment of the minimum amounts of qualifying contributions for the office of prosecuting attorney for the city and county of Honolulu, and counties of Hawaii and Kauai, and for the office of county council for the county of Maui. Establishes two full-time equivalent (2.0 FTE) positions in the campaign spending commission. Appropriates funds.
Provides one-time grants-in-aid to the respective ethics boards of the counties of Kauai, Maui, and Hawaii and to the ethics commission of the city and county of Honolulu. Effective 6/30/3000. (HD1)
Establishes that certain candidates shall file disclosures of financial interests no later than 10 days after the nomination filing deadline. Establishes that the unauthorized release of confidential financial disclosure information is subject to chapter 84, Hawaii Revised Statutes. Amends the fines imposed and procedures relating to disclosures of financial interests.
Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. Authorizes advanced practice registered nurses to make capacity determinations for purposes of advance mental health care directives. Effective 6/30/3000. (HD1)
Establishes the Illegal Fireworks Task Force within the Department of Law Enforcement to plan, coordinate, and engage in law enforcement operations to interdict illegal fireworks, develop a comprehensive strategic plan to stop the importation of illegal fireworks and explosives into the State, promote compliance with the fireworks control laws, and ensure the safety and security of airports, harbors, and other facilities and institutions in the State against the discharge of illegal fireworks and explosives. Requires a report to the Legislature. Appropriates funds.
Specifies that a subsequent attempt to prosecute a felony using an alternative charging method, after the first attempt has failed, shall not be permitted unless certain conditions are met.
