RELATING TO INFANT AND EARLY CHILDHOOD MENTAL HEALTH.

RELATING TO ASSISTED COMMUNITY TREATMENT.

Permits interested parties to request the director of health to file an assisted community treatment petition on behalf of the interested party. Requires final orders for a petition to be filed within thirty days of the date an assisted community treatment petition is filed. Permits the family court to use online hearings for assisted community treatment petitions. Permits the subject of a petition to stipulate to the proposed order and for the court to enter the stipulated order without an evidentiary hearing. Requires the department of health to report to the legislature on the number of requests for petitions submitted to the director of health.

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Allows the office of information practices to issue written guidance to resolve disputes under the State's Uniform Information Practices Act and sunshine law. Appropriates funds for two new permanent positions in the office of information practices.

RELATING TO BOARD MEMBERS.

Requires members boards of directors and officers of the condominium associations, cooperative housing corporations, and planned community associations to certify the receipt and reading of certain documents or complete a board leader course from an instructor certified by the Community Associations Institute, or similar nationally recognized organization.

RELATING TO HOMELAND SECURITY.

Establishes a targeted violence prevention program within the state office of homeland security. Mandates reporting by state and county government agencies regarding specific enumerated activity. PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaii to expressly provide that the legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions. (HD1)
