RELATING TO CAMPAIGN CONTRIBUTIONS.

Prohibits state and county elected officials from soliciting and accepting campaign contributions during any regular session or special session of the state legislature, including any extension of any regular session or special session and any legislative recess days, holidays, and weekends.

RELATING TO THE ENHANCED 911 BOARD.

RELATING TO THE REDUCED IGNITION PROPENSITY CIGARETTE PROGRAM.

Provides for additional use of the moneys in the reduced ignition propensity cigarette program special fund to support the state fire council and its programs and activities. Adds to the jurisdiction of the state fire council those functions that are consistent with the uses being authorized for the reduced ignition propensity cigarette program special fund. RELATING TO PROFESSIONAL ENGINEERS.

Provides that a person having professional-level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer is eligible for licensure as a professional engineer.

RELATING TO THE REPEAL OF ACT 192, SESSION LAWS OF HAWAII 2007.

Repeals Act 192, Session Laws of Hawaii 2007, which requires the employees' retirement system to divest itself of investments in companies that provide support for genocide in Darfur, Sudan, and provide annual reports to the legislature on the status of divestment. Effective 6/30/3000. (HD1)

RELATING TO LABOR DATA COLLECTION.

RELATING TO WORKFORCE DEVELOPMENT.

Amends chapter 202, Hawaii Revised Statutes, to be consistent with the General Appropriations Act of 2021, Act 88, Session Laws of Hawaii 2021. Renames "Workforce Development Council" "Hawaii Workforce Development Board" and "county workforce development board" "local workforce development board". Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies consistent with federal law and regulations. Requires the Governor to select the chairperson of the state board among the private sector members set forth in section 202-1(b)(4), Hawaii Revised Statutes. Repeals the requirement in 371-21(d), Hawaii Revised Statutes, for the DLIR to submit an annual report to the legislature on the activities of the K-12 agriculture workforce development pipeline initiative. Effective 6/30/3000. (HD1)

RELATING TO THE JUDICIARY.

Amends the period in which the supreme court and intermediate appellate court are in session to June 1 of each year through April 1 of the following year. Specifies that the Hawaii supreme court and intermediate appellate court shall issue decisions only during the time period these courts are in session. Requires a written decision to be issued during the same session in which the oral argument is heard.

RELATING TO CRIMINAL PROCEDURE.
