RELATING TO ORDERS OF THE CAMPAIGN SPENDING COMMISSION.

Deems the right to a contested case hearing waived if a person fails to request the hearing within thirty days after receipt of the Campaign Spending Commission's preliminary determination. Allows the Commission to file its order in the First Circuit Court for confirmation as a civil judgment. (SD1)

RELATING TO RECORDINGS OF PUBLIC MEETINGS.

Encourages boards to maintain recordings of board meetings on the board's website regardless of whether the written minutes of the meeting have been posted. Requires boards to provide the State Archives with a copy of any recording of a board meeting before removing the recording from the board's website. Requires the written minutes of board meetings to include a link to the electronic audio or video recording, if available online. Effective 10/1/2023. (SD1)

RELATING TO TIME LIMITATIONS.

Defines the term "public servant" in section 701-108, Hawaii Revised Statutes, to clarify the scope and applicability of provisions related to the time limitations to bring prosecution based on misconduct in office. (SD2)

RELATING TO MEDICAL CANNABIS.

Authorizes the department of health to allow a patient's written certification to be valid for three years. Defines "waiting room" within a medical cannabis retail dispensing location and clarifies public access to the waiting room. Amends the rulemaking authority for dispensary-to-dispensary sales. Permits a selling dispensary to transport an amount other than eight hundred ounces of cannabis or manufactured cannabis products with prior approval of the department of health. Amends the dispensary program licensing fee structure. Adds or clarifies requirements for the dispensary program related to signage, packaging, security requirements and restrictions regarding waiting rooms, permitted types of manufactured cannabis products, supervision of certain personnel while onsite at retail dispensing locations or medical cannabis production centers, and the department of health's education and training program. Clarifies penalties for violations of the dispensary law. Makes various housekeeping amendments. (CD1)

RELATING TO THE AFFORDABLE HOMEOWNERSHIP REVOLVING FUND.

Clarifies that certain funds appropriated pursuant to Act 88, SLH 2021, as amended by Act 248, SLH 2022, shall be deposited into the affordable homeownership revolving fund for the purposes for which the revolving fund was established. (CD1)

RELATING TO CHILD AND ADOLESCENT MENTAL HEALTH.

Establishes a two-year child and adolescent crisis mobile outreach team pilot program on Oahu and one neighbor island site to expand existing crisis response services. Appropriates funds. Sunsets 12/31/2025. (CD1)

RELATING TO PRELIMINARY DETERMINATION OF PROBABLE CAUSE.

Requires the Campaign Spending Commission to serve preliminary determinations of probable cause via first-class mail. Establishes a presumption of receipt when mailed to the address contained in the candidate or committee organizational report. (SD1)
