RELATING TO PROFESSIONAL ENGINEERS.

Provides that a person having professional-level government employment performing lawful experience in review of engineered plans and calculations under the direct supervision of an applicably licensed engineer is eligible for licensure as a professional engineer.

RELATING TO ACT 278, SESSION LAWS OF HAWAII 2022.

Amends Act 278, Session Laws of Hawaiʻi 2022, to modify the transfer of the personnel and functions of the department of the attorney general to the department of law enforcement, clarify that Act 278 does not amend or abrogate the attorney general's status as the chief legal and law enforcement officer of the State, specify that the statewide law enforcement training complex will be located at the first responder technology campus rather than the Mililani technology park, and transfer the responsibility and management of certain private security contracts from the department of law enforcement to the department of defense, department of health, and department of human services for their respective facilities. Effective 6/30/3000. (HD1)

RELATING TO FIREARMS.

Prohibits firearms in certain locations and premises and provides for enhanced sentencing. Requires possession and disclosure of a license to carry. Prohibits leaving an unsecured firearm in a vehicle unattended. Prohibits consuming or being under the influence of alcohol, an intoxicating liquor, or a controlled substance when carrying a firearm. Prohibits carrying or possessing firearms on certain private property open to the public without express authorization. Requires annual reports from the Department of the Attorney General on carry licenses. Amends the requirements for, and revocation of, firearms permits and licenses. Amends the disqualification of persons from owning, possessing, or controlling a firearm. Expands the qualified immunity for health care providers who provide information on firearms applicants to include physician assistants and advanced practice registered nurses. (SD1)

RELATING TO THE STATE FIRE COUNCIL.

Adds to the membership of the state fire council, and to the membership of advisory committees that the council may appoint, representatives from the Hawaiʻi state aircraft rescue fire fighting unit and the division of forestry and wildlife of the department of land and natural resources to reflect all nonfederal fire fighting agencies in the State. Effective 6/30/3000. (HD1)

RELATING TO THE REDUCED IGNITION PROPENSITY CIGARETTE PROGRAM.

Provides for additional use of the moneys in the reduced ignition propensity cigarette program special fund to support the state fire council and its programs and activities. Adds to the jurisdiction of the state fire council those functions that are consistent with the uses being authorized for the reduced ignition propensity cigarette program special fund. RELATING TO CRIMINAL HISTORY BACKGROUND CHECKS.

Authorizes a fingerprint-based criminal history record check by the county police departments of applicants for licenses to sell, offer to sell, distribute, or otherwise transfer electric guns or cartridges. (HD1)

RELATING TO NEPOTISM.

Prohibits under certain circumstances state employees from appointing, hiring, promoting, or retaining relatives and household members and from making or participating in certain other employment-related decisions and from awarding a contract to or otherwise taking official action on a contract with a business if the employee's relative or household member is an executive officer of or holds a substantial ownership interest in that business. Imposes administrative fines for violations. (CD1)
