Part I: Amends the Uniform Probate Code to allow courts to appoint emergency guardians for respondents who reside in psychiatric facilities, hospitals, and homeless shelters. Extends the appointment period. Clarifies that guardians may consent to care, treatment, or service over the objection of wards. Sunsets 1/1/2028. Part II: Requires certain patients subject to emergency hospitalization to be assessed to determine whether a surrogate or guardian is needed to make appropriate health care decisions for the patient. Amends Act 162, SLH 2022, to extend the sunset date for the early lung cancer screening task force and extend the date for the task force to submit reports to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)
Requires employers to maintain specified records. Allows the department of business, economic development, and tourism to collect and analyze employer information and data. Effective 6/30/3000. (HD1)
Authorizes each county to establish a higher minimum wage than the state minimum wage.
Requires the Department of Health to respond to reports about persons having severe mental illness and in need of assistance and to assess whether those persons may fulfill the criteria for assisted community treatment. Requires the Department of Health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Appropriates moneys to the Department of Health for software and data collection and publication. Requires courts, when dismissing an involuntary hospitalization petition for a person, to assess whether the person meets the criteria for assisted community treatment. Requires the Department of the Attorney General to assist in the preparation and filing of certain assisted community treatment petitions and related court proceedings.
Establishes provisions relating to civil remedies for discriminatory reporting to a law enforcement officer. Provides that a person who summons or reports to a law enforcement officer, without reason to suspect a crime, offense, or imminent danger has occurred or is occurring, because of that person's belief or perception involving a member of a protected class shall be civilly liable.
Clarifies requirements for film productions with production expenditures of $1,000,000 or more claiming the motion picture, digital media, and film production income tax credit. Increases the annual cap from $50,000,000 to $75,000,000 for the total amount of the motion picture, digital media, and film production tax credit. Expands the definition of qualified production for the motion picture, digital media, and film production income tax credit to include streaming platforms.
Authorizes naturopathic physicians to provide written certifications to qualified patients for the medical use of cannabis.
Renames the statewide and county-level voters with special needs advisory committees as the elections accessibility needs advisory committees. Amends the composition of the advisory committees to include members with disabilities, not just those with physical disabilities. Effective 6/30/3000. (HD1)
