RELATING TO EMERGENCY AEROMEDICAL SERVICES.

Establishes an Emergency Aeromedical Services Partnership Program to be administered by the Department of Health in counties with a population less than 500,000. Requires cost-sharing for program operations and maintenance and revenue sharing between the State and the County of Hawaiʻi, the County of Kauai, and the County of Maui. Authorizes deposits into the Emergency Medical Services Special Fund. Requires rulemaking.

RELATING TO HEALTH.

Establishes the Hui Ho`omana task force within the State Health Planning and Development Agency to develop a comprehensive plan to provide universal access to equitable and affordable high-quality healthcare for state residents, including defining action plan items, setting timeline and deadline for each action item, and identifying resources required and funding options.

RELATING TO BEHAVIORAL HEALTH.

Authorizes the Department of Health to redirect persons experiencing a mental health crisis who are involved with, or at risk for involvement with, the criminal justice system to the appropriate health care system and services, including behavioral health crisis centers. Appropriates funds.

RELATING TO THE FILM INDUSTRY.

Establishes a Hawai`i Film Advisory Council within the Department of Business, Economic Development, and Tourism. Provides exemption for certified development of film studio facilities from taxes imposed under chapter 237, HRS. Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit allowed under section 235-17, HRS, to (1) clarify and amend the requirement for an independent third-party certification, (2) increase the annual credit cap to $60,000,000 from $50,000,000, (3) extend the sunset date to January 1, 2039, and (4) expand the definition of "qualified production" to include streaming platforms. Establishes, exempt from chapter 76, and appropriates funds for the film industry liaison position.

RELATING TO THE EMPLOYEESꞌ RETIREMENT SYSTEM.

Reduces the minimum number of years of credited service qualified Tier 2 Employees' Retirement System members must have to be eligible for vested benefit status for service retirement allowance purposes from ten years to five years. Appropriates funds for investments of the ERS.

RELATING TO INSURANCE.

Prohibits health maintenance organizations from discriminating against certain health care providers that meet the terms and conditions for participation established by the health maintenance organization.

RELATING TO MENTAL HEALTH.

Requires the Department of Health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the Department of Health to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons may fulfill the criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the Department of Health that the person should be evaluated for assisted community treatment. Appropriates funds to the Department of Health for software and data collection and publication. Appropriates funds to the Department of Health for statewide education and training on policies related to emergency examination and hospitalization and assisted community treatment. Effective 7/1/2024.
