RELATING TO REMOTE TESTIMONY.

Establishes the Remote Testimony Task Force to develop procedures to make available remote testimony technology throughout the State that enables the public to testify remotely via the Internet during legislative proceedings. Requires the Legislature to adopt rules to establish remote testimony capability. Makes an appropriation. (HB1547 HD1)

RELATING TO TAXATION.

Amends the cesspool upgrade, conversion, or connection income tax credit by: (1) deleting the residential large capacity cesspool certification pilot program; and (2) expanding the definition of "qualified cesspool" to include cesspools that are certified for connection to an existing sewer system.

RELATING TO LEGISLATIVE HEARINGS.

Requires both chambers of the Legislature to establish procedures to enable persons to present testimony at legislative committee hearings through the use of prerecorded videos. Appropriates funds. (HB154 HD1)

RELATING TO MINIMUM TERMS OF IMPRISONMENT.

Requires judges, instead of the Hawaii paroling authority, to determine the minimum term of imprisonment a convicted offender must serve before becoming eligible for parole.

RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to document resident smoking violations observed by authority staff, agents, or authorized representatives and retain a record of violations on a resident's record for up to three years. (HB829 HD1)

RELATING TO CONDOMINIUMS.

Clarifies that when a unit owner and association reach a payment plan to cure a nonjudicial foreclosure, completion of the payment plan is required to cure the default. Specifies that if a unit owner and an association have agreed on a payment plan to prevent a nonjudicial foreclosure from proceeding, any association fines imposed while the payment plan is in effect shall not be deemed a default under the payment plan. Clarifies the obligations of a unit owner and an association while a unit owner is not otherwise in default under a payment plan. Clarifies that the pay first, dispute later provisions in Hawaii's condominium law apply only to common expense assessments claimed by an association of apartment owners. Specifies that a unit or apartment owner who disputes the amount of an assessment may request a written statement about the assessment from the association, including that a unit or apartment owner may demand mediation prior to paying contested charges, other than common expense assessments. Specifies requirements for mediation on contested charges, except for common expense assessments. Repeals provisions addressing the application of common expense payments and delinquent fees. RELATING TO SECURITY GUARDS.

Requires guards to meet mandatory instruction and training requirements within 60 days after hiring. Provides for first registration renewal no sooner than two years from initial registration. Requires employers to submit a monthly list of newly hired guards to the Board of Private Detectives and Guards. (HB1515 HD1)
