Allows OIP to adopt rules pursuant to chapter 91, HRS, for all state and county agencies to follow, to ensure uniformity among agencies.

Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.
Offers employees of the Hawaii Health Systems Corporation whose positions will be abolished or directly affected by a reduction-in-force, workforce restructuring plan, or privatization the choice of receiving both special retirement benefits and voluntary severance benefits or exercising a reduction-in-force right. Provides that royalties from state land leases for basalt cinder and trap rock manufacturers shall be paid into the Basalt Materials Research Account within the Pacific International Space Center for Exploration Systems Special Fund. Sunsets December 31, 2030. (HB574 HD2)
Requires guards to meet mandatory instruction and training requirements within 60 days after hiring. Provides for first registration renewal no sooner than two years from initial registration. Establishes instant runoff voting procedures for any federal, state, or county election not held on the date of a regularly scheduled primary or general election.
Prohibits the use of pesticides containing the active ingredient chlorpyrifos. (HB253 HD1)
Makes the use of customer self-supply facilities economically viable by requiring the Public Utilities Commission to develop standards and requirements to expedite the interconnection of qualifying customer self-supply facilities and allowing qualifying customers to select an applicable rate schedule.
Exempts certain affordable housing projects from the school-impact-fee requirement, including government affordable housing projects under sections 46-15.1 and 201H-38, Hawaii Revised Statutes. (HB841 HD1)
Ensures participation of all political parties on the Reapportionment Commission by providing that if there are no members belonging to the minority party or parties in a house of the legislature, the members belonging to the same minority party or parties in the other house of the legislature shall nominate persons to serve on the Commission.
