RELATING TO HOMELESSNESS.

Authorizes the issuance of general obligation bonds to the Hawaiʻi Public Housing Authority for the development and construction of permanent supportive housing for certain vulnerable individuals. Requires the Hawaiʻi Housing Finance and Development Corporation to consider any available federal low-income housing tax credits needed for construction of permanent supportive housing units.

PROPOSING AMENDMENTS TO ARTICLE VII, SECTIONS 12 AND 13, OF THE HAWAII CONSTITUTION TO EXPRESSLY PROVIDE THAT THE LEGISLATURE MAY AUTHORIZE THE COUNTIES TO ISSUE TAX INCREMENT BONDS AND TO EXCLUDE TAX INCREMENT BONDS FROM DETERMINATIONS OF THE FUNDED DEBT OF THE COUNTIES.

Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the legislature may authorize political subdivisions, such as counties, to issue tax increment bonds and to exclude tax increment bonds in calculating the debt limit of the political subdivisions.

RELATING TO CONDOMINIUM ASSOCIATIONS.

Establishes the Ombudsman's Office for condominium associations within the Department of Commerce and Consumer Affairs. Establishes the Ombudsman's Office Special Fund. Requires condominium association board members to meet certain educational requirements through classes offered by the Ombudsman. Updates the Condominium Property Act to integrate the role and functions of the ombudsman's office for condominium associations. Appropriates funds for establishment of the Ombudsman's Office. Effective 1/1/2025.

RELATING TO ZERO-EMISSION VEHICLES.

Requires rental motor vehicle lessors with more than two hundred light duty passenger vehicles to expedite the incorporation of zero-emission vehicles, as a percentage, into the lessor's fleet by certain dates. Requires all rental motor vehicle lessors to report a list of the make, model, license plate number, and fuel type of each rental motor vehicle in the lessor's fleet to the director of commerce and consumer affairs.

RELATING TO THE STRATEGIC PLAN TO INCREASE FOOD PRODUCTION AND FOOD SECURITY.

Requires the Department of Agriculture, in cooperation with the Office of the Governor, to update and supplement the 2020 strategic plan to increase Hawaiʻi's food production and food security. Requires the Department of Agriculture to submit a report to the Legislature 20 days prior to 2025 regular session. Appropriates funds.

RELATING TO PASS-THROUGH ENTITY TAXATION.

For taxable years beginning after 12/31/2023, adds a definition for "qualified member" and repeals the definitions for "direct member" and "indirect member" as used in the State's pass-through entity taxation election law. For pass-through entities electing to pay Hawaiʻi income taxes at the entity level, allows certain qualified members entitled to a tax credit to use the credit against the member's net income tax liability in subsequent years until exhausted.

RELATING TO PROMOTING PORNOGRAPHY FOR MINORS.

Allows the prosecution of persons who provide pornographic materials to undercover law enforcement officers who represent themselves as minors for purposes of undercover operations.

RELATING TO PHYSICAL EVIDENCE.

Amends the criminal offense statute for tampering with physical evidence to adopt the wording of the Model Penal Code for the same offense. The class of offense is unchanged.
