Provides that the Board of Land and Natural Resources and Commission on Water Resource Management shall not conduct contested case hearings, and counties shall not conduct contested case hearings regarding disputes over land use, but that decisions and disputes may be contested and adjudicated in circuit court. Effective 7/1/2018.

Amends Act 32, SLH 2017, by changing the phrase "the greenhouse gas emissions statewide" to "greenhouse gas emissions."
Establishes science and technology research subzones and an approval process for future research facilities that incorporates alternative dispute resolution principles.
Requires board members of condominium associations to disclose significant financial interests prior to taking action that affects both the association and a third-party provider. Prohibits board members from receiving gifts from those types of third party providers. Expands the powers of the real estate commission to enforce violations by board members of disclosure requirements and gift prohibitions.
Amends the amount of transient accommodations tax revenues to be remitted to the counties. Requires the counties to use transient accommodations tax revenues to enforce ordinances regulating transient accommodations and other short term rentals and for other specific programs.
Prohibits the sale, offer for sale, or distribution for sale of non-prescription SPF sunscreen products containing octinoxate or oxybenzone.
Retains an unspecified portion of the county allocation of transient accommodations tax revenues to fund an income tax credit for residential property owners in the State.
Creates the State Sustainable Affordable Leasehold Housing Program to authorize the Hawaii Housing Finance and Development Corporation to enter into ninety-nine year leases of residential condominium units located on state lands with eligible low- and moderate-income households. (HB2749 HD1)
Allows a terminally ill adult with the capacity to make an informed healthcare decision to request a prescription for aid in dying medication from their attending physician to facilitate a peaceful death. Ensures that physicians who assist patients in obtaining aid in dying medication are not subject to civil or criminal liability.
Authorizes and provides funding for the Hawaii Technology Development Corporation to participate in and contribute funding for the development of a Hawaii cyber ecosystem and related aspects of cybersecurity.
